Market Overview

While sale prices inch up steadily but slowly, rentals in the budget sector of the city’s residential market have skyrocketed of the last year. Lease prices have increased by 25 percent to 50 percent during the last 12 months.

  • The most intensive growth has been in the segment of one-room apartments at a cost of up to $300 a month. In this sector demand currently exceeds supply by 10 times. This may happen because of the growing number of people who come to Moscow to look for a job. A year ago the minimum monthly price for one-room apartment was $130 per month.
  • The second category includes one-room apartments located in the downtown area or two-room flats close to a metro station but situated outside the downtown. Prices have also increased by 50 percent over the last year but at the moment the demand is almost equal to the supply. Current rates for such properties range from $300 to $800 a month.
  • Larger two- or three-room apartments, well renovated and located in prestigious areas, are also in hot demand. This segment rose by 25 percent last year and current prices hover around $800 to 1,200 a month.
  • Well renovated properties situated within the Garden Ring measuring 60 square meters to 130 square meters worth $1,200 to $3,500 a month. Such apartments are usually found in solid Stalin-era buildings.
  • Highly renovated properties situated within the Garden Ring measuring 130 square meters to 250 square meters worth $3,500 to $8,000 a month. Most of the expensive apartments are found in new developments.
  • People pay more attention to how ecologically-clean the area where they plan to live. Cottages and homes, located in green areas both in and outside of the city, are an alternative to the noise and bustle of the city. These properties are often leased unfurnished at a price between $ 4,000 to 12,000 a month.

While last year’s price increase for rental units came as a surprise to many professionals, real estate experts predict a considerable slowdown in this area in 2002.

Legal Support

Like in all countries of the world a Landlord and a Tenant conclude a lease agreement, that is deemed the basis for settlements. The agreement is conducted on the basis of Article 76 of the Housing Code of Russia and other legislative acts of the Russian Federation.

These are the basic items one should pay attention to while signing a lease agreement:

  • A leased property belongs to the Landlord by right of ownership. The Landlord presents to the Tenant the photocopies of the Certificate of Housing Ownership and his/her passport.
  • The Landlord confirms and guarantees:
    • his/her legal capacity personally, on his/her own behalf, to conduct legal actions;
    • that the property pursuant to its existing boundaries is intended for residence;
    • that the property is not mortgaged, is not under sequestration, and has not already been leased or subleased;
    • his/her free desire and goodwill in concluding this agreement.
  • The Landlord is obliged to pay for on time and at his/her own expense the taxes, related to the leased property, utilities, often including gas, sewerage, electricity, telephone service (excluding long-distance, international calls and also extra telecommunications), as well as other payments independently, without involving the Tenant for the entire term of validity of the agreement, and to assume all responsibility for payment of all taxes and other payments related to the leased apartment pursuant to the current legislation of the Russian Federation.
  • The settlement may be effected both in cash, and by request of the Landlord, into the bank account, indicated by him/her.
  • Disputes pursuant to the lease agreement regarding which the Parties are unable to achieve agreement shall be resolved pursuant to the current legislation of the Russian Federation.
  • After the lease agreement is concluded, the Parties sign an Acceptance-Transfer Certificate of the property, which is considered as an integral part of the lease agreement.
